Description

it is silver i believe stand's 2" tall has a top that comes off with a hole in it and a cobalt blue plastic cup inside says made in england E.P.N.S. on bottom,has what looks to be dragons on each side of some sort of shield on front that says bangor.i am very curious to what it is used for and what it may be worth.

It looks like a souvenir toothpick dispenser from Bangor, County Down, Northern Ireland. The EPNS on the bottom stands for electroplated nickel silver, meaning the item has been electroplated with a very very thin layer of silver over a nickel base. As to what its purpose is, I'm guessing it's a toothpick dispenser although it might be a thread dispenser. I'm fairly certain this was meant for the tourist trade and would currently go for somewhere between $10-$25.
