Relief rubbing from Anatolian Civilizations Museum in Ankara Turkey

My parents bought 7 of these (different pictures) while we were stationed in Ankara Turkey between 1985 - 1987.  I have not been able to find any info on them at all.  I'm not even sure if "rubbing" is the right term for them. 

The one in the picture is one that was bought for a family friend and never sent.  Has been stored all these years folded up.  I have two other large ones in frames and a smaller version of this one (not framed).  The smaller one has a signature either Gultekin or Guitekin (the u has the 2 dots above it).
