Vintage filigree cigarette case

Picked up a filigree cigarette case at an estate sale.  I think the frame is some sort of silver because it's a bit tarnished.  The rest of the fine mesh design work seems to look almost a brassy gold color.  I suspect it is also silver but just tarnished much more that the frame.  It is very ornate.  I would like to know the time period, origin, the materials used, and value.  Also, should I try cleaning it or keep it as is
