Brass Samovar

Description

This is a Brass Samovar and I would like to find out who created it.  It is numbered and signed as shown in the first picture.  There are what appears to be three tear drops carved above the signature.  Anyone know who made this and what it is worth?  Thanks so much for your help!!!
