French ? Crested Plate 1900's ?

I'm hoping for some help on figuring out the origin of this plate and possibly it's value? I have done my own research but have been unable to find the markings on the back. This plate is from my husband's grandparents, who were both born in France but moved to the states in their early adulthood. I'm assuming the plate is French, but I really don't know. Depicts a handpainted crest, fluted type edges and you can see the markings on the back in the picture. Thank you for your help.
