2 small enamel dishes with blue and white flower and bird motif - Persian?

Hello! I just bought these two small dishes (circa 2" and 3") and am really curious as to their origin and/or use. The metal edging is delicate and coming loose on the smaller dish, and appears to be missing from the larger, otherwise identical dish. My best guess is that these are Persian, or am I totally off?

Any insight would be much appreciated!
