Cobalt blue jardiniere with flowers

Appraisal complete
Description

Hello, I just bought this beautiful small jardiniere (circa 6" tall, no markings), and would love to know about its origin! My best guess, judging from its condition, is that's it dates to pre-WWII, but I really have no idea. The dots painted onto the leaves remind me of the detail on some Victorian pieces I have seen...but could this be that old? Any insights as to country or date of origin would be much appreciated. Thank you!
