Is this dish and Antique?

Description

I was given a dish by and older lady who has since died and I wonder if it is an antique or just a dish she made herself.  It has the markings of Elbee with numbers on the bottom (see pictures).  It appears to be a candy or nut dish and looks to be hand painted?

"Antique" implies that the object considered has aged at least 100 year. A trained eye will see that the object you offer is young, so the term old or vintage might apply and be approprate.
