Mexican Dolls in a Boat

Description

I purchased this 40 years ago in a shop in Los Angeles that sold miscellaneous vintage craft items.  The owner could only tell me that she believed it was from Mexico.

The three dolls are in a canoe that is plant fiber covered in fabric.  The dolls' limbs are twigs covered in fabric.  It is about 9" x 3.5".  

Can anyone tell me where this is from?  Was it made for the local population or as a tourist trinket?  Any information anyone has about this piece would be appreciated!
