Unknown Landscape Painting Signed 'R. West' from Estate Sale

Hello,

I have a painting I need appraised. It is an oil on board measuring 18.5" x 10". I recently purchased it at an L.A.estate auction. The painting is signed "R. West" in the lower right corner. There is pencil writing on the back of the board, which I cannot make out.
