Ok after a little more research I'm almost sure it's a US Navy Cutlery Knife Sharpener. My grandfather brought it home with him when he left the Navy in 1944. Does anyone know if people collect antique sharpeners or would it be worth anything at all?

Its an older fancy Sharpening "steel' to refresh the edge on a chefs knife etc...Not military issued im sure..Coud have been a gift or bought by a Galley member etc..people collect everything..it is quite fancy..
