Am not sure of your ceramic - could be bisque by the photo... more recently they were produced in porcelain or a white lustre opalescent ceramic, but it's a ring holder hand statue either WITH a Victorian look or FROM the Victorian era. Have seen similar with lace and roses but not cameo. Your granma's one seems very detailed and elaborate so may hav been used for display purposes in a shop.
