Daler Board Co based in London England was established in 1783. They produce 

ProductsColours, brushes, papers, drawing media, canvases, boards, easels, artists' accessories

This board was produced in England in 1983 - 1984 and the term Herston refers to the type of board.  The painting was done in 1989 but the artist signature I cannot read. The frame is of this period .. 1980's.

This company shipped their products worldwide. Without more details, origin and a legiable signature it would be hard to valuate further. Thanks for sharing ..
