Chinese Carving Dragons

I am wondering if this is a scholar's rock.

It looks like it may be carved from Shoushan stone. 

There are two holes, one either end, so those may be to hang it on a wall or elsewhere.

My husband bought this from a collector twenty years ago but I don't think he knew what it was.

The piece is 8 inches long and 6 inches high.

Any input would be much appreciated.
