1913 Torch Lighter

Description

It is a lighter that appears to be bullet lighter made in 1913 since those numbers are engraved on the bottom along with the letters M and W. I can't make out the other number but appears to be 53. I am wondering what is the value of this item and could it have been used in World War I?
