Any time you see a country of origin marking such as "made In France" you are generally dealing with an item made after World War One This is an example of :"whiteware",  the company that made it sold it as an undedorated blank, these blanks were often painted by smaller pottery studios for resale. No huge value though, generally under $75.00.
