Yes this piece is a French Vasselier, the heavy bottom section required because they were most often used for water buckets. Dating Provincial pieces like this is problematic because styles and traditional methods of construction did not change much until the turn of the 19th Century. Hard to tell what this one is made of from the images, but most were walnut, fruitwood or oak.
