This is a Flying Prendulum clock. It was marketed as "the craziest clock in the world". When working, it is guaranteed to fascinate due to its mad escapement. The flying pendulum clock was first invented and patented in 1883 by Adler Clausen of Minneapolis. These clocks were reproduced in 1965 by the Horolovar company. When working, the swinging arm, complete with string and ball, swings in a arc, causing the ball to wrap itself around one of the pillars. It then unwraps, swings over to the other post, wraps and unwraps, before repeating the action. Here is a link for one in action https://www.youtube.com/watch?v=4Cf2M7AibIw
