This appears to be late 19th Century European Cut Glass, most of it with gilded metal mounts tends to be French. Most of the upper end cut glass will carry company marks, generally etched or acid marked on the underside of the base. Some were marked with paper/foil labels that were removed or have long since fallen off. Values for cut glass took a tumble after the Victorian decorating trend collapsed in the 1990's. Unmarked comparable vases often sell for under $150.00 at auction.
