Looks very much like a repro to me. A bunch of these were made in the 1980's, the key is the wood type, a lot of the repros were made off shore and do not use native American lumber in their construction. You really need to have this piece examined to determine it's origins.

Seems to resemble the "John Gallagher" carvings, used ones of which seems to be priced in the $400 range for this size.  Lot of them on eBay. See https://www.gallaghercigarstoreindians.com/

I've had this for 15+ years; received it as a gift from my deceased Mom, who found it at an auction.  No idea what she may have paid for it.
