silver tray

Description my grandparents came here from belgium in the early 1950's. when my grandmother died ten years ago, i inherited her collection of silver pieces. i have been able to identify most of her pieces, which seem to come mostly from canadian makers, but this piece i am having trouble with. there is a partial crest on the back and the second half of what appears to be a name ending in "ley". there is also a capital S under the crest. this piece is much heavier than the others that i have. i am wondering if you could identify the maker, origin, age, and value of this piece.
