China or Ceramic Statue of Little Girl with Dog

Description My mother, who is 65, got this statue from her grandmother. I don't know what it's made of, but it is hollow. Some sort of glass or ceramic I suppose, possibly porcelain. My mom was a heavy smoker so you can see that there is a yellow film on the little girl's dress. I haven't tried to clean it for fear of damaging it. My mom swears this must be quite valuable due to it's age. I have no idea and am just trying to get a ballpark so I know if I should try to sell it. It looks like there used to be some kind of plate or plaque on the bottom, but it is no longer there. Pictures are attached. Thanks.
