Silver figural spoon with hidden corkscrew

Description It seems to be an election piece and has a spoon on one end, has a face with top hat as the handle, but you can take the hat off and there is a corkscrew in the handle. It is definitely silver from the patina and we have NO idea how old it is or what it is worth.
