not being an expert I noticed some things that lead me to believe it very old such as all parts are obviously hand fabricated without the use of modern tooling. It has a definite patina of green oxidation which leads me to believe its bronze or brass. Threads that assemble heatshields and candle holders are obviously hand cut and there are corresponding markings that designate placement of heatshields and candle holders onto main piece as to indicate that being handmade each piece was fitted to seat properly in one particular spot on the chandelier (my guess).
