This is an brass body of a lamp stand used in a corporate office about half a century ago. it is inscripted with unusual (look like ancient) script.

Description

Im not sure what this is but am guessing it us a ginger jar from asia converted to an electric lamp. The lamp works. The bottom base hides any possible makers marks.  

The blue painted cranes are lighter than blue ive seen on delft. There are spots of gold applied in body of lamp.
