When is the stored position as in the picture, the wheels are off of the ground. When moving the device, you would grab the handle and tip the devide off of the base and on to the wheels. Better pictures may be seen at www.cararms.com
This is a safety razor enclosed in a metal box. It is made in England of Sheffield steel. After you strap the razor for sharpening you can remove the blade and attach it to a handle. It works great and is in excellent condition.
