My grandfather was in the US Navy during WWI and brought these 2 notes back from Russia. They are dated 1917 and in good condition. I had a Russian friend look at them and she said they appear to be a ticket to a government "lottery" of some sort. On the backs are the pay-off scale and they expired in 1927 and 1928. One is in green ink, the other brown. They have stamped certificate numbers that are different. On the bottom in small print is: American Bank Note Company
