20th Century Watercolor of a Harbor scene

I am wondering about this watercolor. It is signed Remlap in watercolor and also signed Remlap #1 in pencil under the mat. It also has 800/8/54760 in pencil. It has a "Parmalee" San Francisco sticker on the back. It may just be a unknown artist which is fine. I really like it.
