Grandma had one similar (less ornate) than this. She used it to hold a 9" plastic flower pot.
The brass doesn't corrode easily with any water that gets in, or outside where it gets rained on. The 3 leg arraignment makes it very stable, especially on uneven ground. The primary function though is to stop the flower pot from tipping over in a wind. The plant life acts like a big sail, the heavy metal stand as an anchor.
The outside motif design seems to lend credence to that use too.
I'd suggest it is a very nice outside flower pot holder.
