I would hazard a guess this gentleman is Confucius, famous sage and teacher in early China who founded the School of Scholars (note scroll in hand). If he were any of the other wise men or "immortals" he would more likely be carrying a ruyi (sceptre) than scroll. GA can also mean "old variant" in pinyin/Chinese traditional language, which may refer to the resin used - if that's what it is - instead of, say bronze, as in some original famous statue it is possibly replicates.
