Antique French Val d'Osne Neoclassical Iron Mermaid Fountain Figure 19th century

This was left at our new home by the previous owners. They were antique and art collectors and they said that this piece they would be taking with them when they moved but it was left at the house. It seems to be cast iron and is at least 300 lbs. It's about 3 feet tall. Any information on this would be appreciated!
