I was told that this item appears to be made by the German company Wurttembergischu Metellwarenfabrik. It appears to be a decanter possibly made from pewter and glass. It is dated 1882 and has the word Ostern printer on one side and Frass s/r Katsch printed on the other. The glass has a slight crack at the top.
