Antique Mahogany dresser or hutch?

Description

I bought this piece around 30 years ago from a friend. She told me it's "probablly" from the 1930s. Its beautifully made with hardwood thruout with matched mahogany vaneer on the front. All four drawers are dovetailed construction. Each drawer is in its' own separate compartemnt.

The measurements are: 36"W by 19"deep by 33" High

There are some surface scratches and watermarks, but not a lot considering its almost 100 years old.

Some questions-

1) I find the top tray a bit perculiar-would anyone know the intended use of this furniture? 

2) Any thoughts, ideas on the value? (I paid $500 in 1985)
