I could be wrong here, but the figures on these shears may be Emperor Friedrich Wilhelm Viktor Albert von PreuĂźen (Wilhelm II) and his Empress Auguste Viktoria von Schleswig-Holstein-Sonderburg-Augustenburg of Prussia.
These are silver plated, so more historic value than monetary. Based on the 6" size, they could be grape shears for use at the dining table rather than for other tasks. Circa late 18th century.
