Hi, I do know that if it says quadruple plate, that it's silver over another metal.  Possibly nickel or copper.  I think that the initials are probably a monogram.  Or it might be like you said, tea.  Possibly a Hotel or cruiseliner set.  I wish I knew more...its very interesting and I've never seem one like it.
