I have a flat rectangle silver on copper antique salver. I have not polished it and there are worn spots where copper is showing. This has been hammered. The design on front has some shells and some swirly designs. The designs are not very visible. The only markings on the back is silver on copper in between two dragons with a s in a circle underneath them. I researched this mark and found it under Theodore B. Starr. I have been unable to locate this type of piece in the Starr collection. I would like some help 1. Identifying the maker 2. Identifying the time period 3. Identifying the value.
