It was probably used when received, most of these domed pieces are Victorian and went out of fashion after World War One (1914-18) . The collectors base for them is rather small and they are hard to sell in the General Antique market.

Thank you for the update. It is really older than I ever imagined. It is all I have from my mother as my sister cleaned out her house before she died.
