The words Diese Kerze ist Geschmacksmuster geschutzt simply mean that the candle is protected by design patents (German Copyright!). It's a form of 'eternal' candle usually to remember loved ones who have passed on and sometimes as a souvenir type candle. They are made even today, but usually have an insert now for an oil wick candle in the center. The new ones sell for about $35.00.
