Description

Little boy in shorts outfit with sailor cap, blowing on a handkerchief at a little girl who appears to be walking away. The little girl is wearing a sundress and bonnet, carrying a closed umbrella and a red purse. The boy has one hand on a red scooter. It appears to be windy. There looks like water damage on the bottom and bottom right of the paper. It has what we believe is it's original frame. Any info would be greatly appreciated!!!

History
My parents found this in our attic of the house I grew up in. The house was about 80 years old before we moved into it . This pic was hanging in our dining room for as long as I cen remember. I don't know who the artist is or what it's saying. I've tried the online translate sites and it says something about the girl being a big chicken.
