Millstones are valuable. Yours is in good shape. Each mill company had their own design and most of those stones came from overseas believe it or not. A collector will pay you from 1200-2500 dollars for that stone. If it were me I would take the flag out of it and stand the stone up in a garden.
Millstones can be valuable, but keep in mind that any changes made to the original item, I.E. the fact that the center of the millstone appears to have been filled in with concrete so that it could hold a flagpole, will probably affect the value a little bit.
