American silver of this era is stamped either "sterling" or with the numerical for sterling silver, "925" for  92.5 percent silver.  Anything without such marks is nearly always silver plated. This piece looks pretty rough and would be generally sold as part of an inexpensive "Box Lot" (under $10.00) at an auction.
