Pewter Ashtray that says A woman is a woman but a good cigar is a smoke

Description

This is an ashtray that looks to be pewter. It has around the rim "A woman is only a woman but a good cigar is a smoke". The ceneter part could use a cleaning but Im not familiar with how to do that and I dont want to mess it up. Other than that its in good shape. Very interesting piece I picked up at an estate sale a few years back.

I have already bought one, I was just trying to find out, roughly, when it was made. The reverse is not stamped "Pewter" so that puts it somewhere pre-20th century. Do you have any idea when these were made?
