Description

I think this is an advertising piece from Raleigh tabocco.  Not sure and especially because the figure is holding a pipe and not a cigarette. Anyone know date of manufacture, history etc and possible worth? There's no marking on it and the bottom feels like a very thin synthetic rubber or leather and not shiney at all.

After getting some responses about this on some other site, this may not have been a tobacco product after all. Is it possible it's from Quaker Oats? No writing on it or labeling but it might have had a paper label on it at one time. I just don't know.
