This is actually a meat grinder. What you paid is just about what they sell for give or take 5 dollars in either direction.

P.S.& W Co is Peck, Stow & Wilcox, one of the larest Hardware manufacturers and Wholesalers in the middle 1800's to the 1950's. 1859 patent. Advertised and sold as MEAT CUTTER with STUFFER. Sold in three sizes #1, #2, #3 #11, #12, #13 or #111, #112, #113. Depending on the time period or the manufacturer. 8 lbs, 12lbs, 19 lbs. Typically missing the thin knife that sits in a groove between the rollers. Without the knife, it will not cut. The rollers serve to force the meat into the knife and move it from the funnel to the spout. There should also be two thumbscrew on the bottom to adjust the knife.
