Silver Creamer with Wooden Handle MYSTERY

Description

Silver Creamer with wooden handle purchased in a 20 year old antique shop in Georgia during our vacation there. 

I would like to know the following about this piece:

1) How old is it?

2) Where was it made and by what manufacturer (it has what looks like 3 stamped shields on the bottom)?   I don't know how to interpret those stamp marks.

3) Is it Sterling Silver or Plated?  I began to clean it, convinced it was Plated because what looked like a brass tone metal srrounded by Silver was present, close to the underside of the handle.  I thought that was evidence of an acid test for silver.  The brass tone spot dissapeared with some hand polishing.  There are tiny black spec like stains (oone one the inside bottom, one outside) that my simple hand cleaning did nof get rid of.

Any information regarding this piece would be interested.

I might even be interested in buying pieces that would match this one, if they exist out there.
