Pictured is a sterling silver covered serving dish, I think. The piece has a handle that detaches. I found similar on the internet made by Simpson, Hall, Miller & Co but the ones I saw were plated.
The piece is labeled sterling and with company name Simpson, Hall, Miller & Co and with the same number of 032 77310. What I saw on the internet is that the top can come off so the piece can be used as two separate serving dishes.
