I bought this tea cart at a local thrift store for $40.00 to be used in my home as a decorative piece. I was wondering the possible year and value before I make any decisions on whether to keep as is or refinish. It is in decent condition with what I would consider minor scratches on wheels and slight damage on the top. Any information would be fantastic! Thanks!
