These pieces are nearly always English, meaning if it is indeed silver it will carry hallmarks through which its age & maker can be determined. Check your piece for any markings and post back and I'll be better able to help you.
I have been told that the markings are usually in the inside of the cup. Well, the bottom of the cup is worn and there are no longer any markings. Looking around the fox head I can't find any markings.
