Sun balance/skyhook toy

I have a sun balance skyhook toy that I want some opinions about a possible date. The toy was an orginal prop used in the Baby Einstein video Baby Bach(https://www.dailymotion.com/video/x5lnpk9), which was made in 1998. Hoever my item looks much older than 1998. I recived the toy from the orginal creator of Baby Einstein, and she does not remeber where it came from. Likely it was from a local artisan in Colorado, where the series was made at the time. It has no manufacturer markings on it.
