It is a samovar (or percolator) with sugar and creamer set. Is there no makers mark ?

It is a Samovar, most tend to be Eastern European or Russian. They were used to heat water and make tea/coffee. Most were made out of brass, higher end ones in silverplate or gen uine silver. Most will have stamps on them regarding awards the company won at trade fairs that produced them.
